Dubai Municipality has launched outdoor advertising content guidelines to establish unified standards for creative content and design across the emirate.
The Advertising Content Regulation Guidelines for the Emirate of Dubai provide advertising agencies, brands and designers with a reference for developing content from the earliest stages of design. They aim to improve advertising quality while ensuring that creative work aligns with Dubai’s visual and cultural identity.
The guidelines complement the existing framework for regulating outdoor advertising, with a focus on content and creative execution. They also take into account developments in digital technology and artificial intelligence, alongside the growing range of advertising formats and platforms.
The standards cover written content, images, logos, animations, promotional displays, interactive elements and the use of landmarks and symbols.
They address content clarity, design quality, consumer protection, public safety and respect for local identity and cultural values.
The guidelines are intended for advertising agencies, brands, businesses, government and semi-government entities, and service providers involved in outdoor advertising.
By unifying requirements, Dubai Municipality aims to simplify the development and review of advertising content, improve procedures and give industry stakeholders greater clarity on approved standards.
Bader Anwahi, CEO of the Public Facilities Agency at Dubai Municipality, said: “Outdoor advertising is an integral part of Dubai’s urban landscape and the everyday experience of residents and visitors. As the city continues to develop and advertising technologies evolve, it is essential that we maintain clear and consistent standards that support creativity while preserving the quality and identity of our public spaces. Through these guidelines, we are establishing a comprehensive framework that enables advertisers and creative professionals to develop innovative and responsible content that complements Dubai’s built environment and reflects its position as a global centre for business, tourism and innovation.”
Anwahi added that managing outdoor advertising requires continuous industry engagement, monitoring and standards that respond to emerging technologies and changing practices.
The outdoor advertising content guidelines also support compliance with applicable legislation and approved standards, road user safety and respect for the UAE’s societal and cultural values.
