U.S. Secretary of State Marco Rubio issued the following statement:
The signing of the trilateral framework between Lebanon, Israel, and the United States today marks an important new milestone in President Trump's efforts to achieve lasting peace and stability in the region.
Israel and Lebanon are heirs to ancient civilizations dating back to biblical times. These two countries produce some of the world's most innovative business leaders, and they share some of the most beautiful coastlines on Earth. However, for decades, both have been drawn into wars due to terrorist militias and proxies that have undermined Lebanon's sovereignty, launched indiscriminate attacks on Israel, and exported chaos throughout the Middle East.
Hezbollah, Iran's most dangerous proxy, has repeatedly dragged Lebanon into devastating wars contrary to the will of its government and people, the latest being last March. It has also built a vast military infrastructure within Lebanon, launched tens of thousands of rockets and drones at Israeli cities, and played a critical role in the destruction of Syria. Hezbollah is also planning attacks against Americans, supporting drug trafficking networks that fuel violence in the Western Hemisphere and within the United States, and directly threatening American citizens and interests around the world.
Today, the governments of Israel and Lebanon made a bold decision to agree to a framework that sets a realistic path forward to exit the ongoing conflict. This agreement establishes a clear and organized process aimed at restoring Lebanon’s sovereignty, disarming Hezbollah, dismantling its terrorist infrastructure, and enabling Israel to return to its borders once the threat to its citizens is removed. It also creates a trilateral military coordination group for Lebanon (MCG4L), under the supervision and facilitation of the United States, allowing both parties to implement this framework. For Lebanon, this framework provides a real pathway out of a long-standing crisis, while offering Israel a verifiable route to eliminating the ongoing threat to its northern borders.
The United States commends the courage of both sovereign governments in taking this step to break the cycle of violence decisively. The United States will remain fully engaged and will dedicate substantial resources, including providing $100 million immediately as humanitarian assistance in coordination with the United Nations.
The United States also reaffirms its commitment to enhancing the capabilities of the Lebanese Armed Forces (LAF) and strengthening its ability to enforce sovereignty more effectively over all Lebanese territory. To this end, the Department of Defense stands ready to reimburse the Lebanese Armed Forces over $30 million, under existing authorities and appropriations, in support of the President's vision for achieving lasting peace in Lebanon.
We intend to work closely with our regional partners to implement this framework and achieve a brighter and more secure future for Israel, Lebanon, and the entire Middle East.
